Reynolds, and Lorillard, the two next-largest tobacco manufactures fought the bill, and claim Phillip Morris only went along because the difficulty the law posed to other cigarette companies would help Phillip Morris stay on top of the heap.

There's an important point that Phillip Morris reps seem to have learned from the last several decades of tobacco company legal targeting that other cigarette makers seem to have missed. It is that just being in the news, being supportive of 'measures to prevent smoking' and other tactics that appear in the public view to be in the best interest of the public gives you more credibility.

It's along the same lines of attack that the politicians themselves use when they impose higher taxes on cigarettes. Make it sound like their main concern is public health, not income, and that doing what they are doing will help addicted smokers quit. Even though the evidence does not show that to be true, the thought is out there, and the motives are unquestioned. Because of the premise of help, the government can continue to financially attack smokers "for their own good," and many smokers nod and hang their head while forking over the money.

Past Promises

The overt face of tobacco marketing has changed perceptively in the past several decades as well. In the mid 1900s it was common to have a war of cigarette campaigns, all proclaiming a milder, safe cigarette. Camels were deemed so mild they "don't get your wind." Phillip Morris told consumers "you're safer smoking Phillip Morris," and went on to say "this cigarette has been scientifically proven less irritating to the nose and throat." Even as late as 1971 Joseph Cullman, chairman of Phillip Morris publically declared cigarettes safe, and denounced the medical and scientific communities claims on the television show "Face the Nation." You won't find ANY cigarette company daring to make such claims in the 21st century, but even in the late 1990s cigarette makers continued to battle the perception that cigarettes could kill. It wasn't until 1999 when Phillip Morris posted a statement on its website that said "There is an overwhelming medical and scientific consensus that cigarette smoking causes lung cancer, heart disease, emphysema and other serious disease in smokers."

That seemed like a bold move, and a big change in admonition of possible culpability in smoking related illness. However, there were opponents who felt that it was more of a subliminal message that Phillip Morris executives believed the medical and scientific communities were wrong. Those opponents are probably right. In the realm of politics, and big tobacco—perception is often much more important that reality.

The Big Picture

One of the bolder initiatives that some new FDA proposals are looking to demand are images printed on cigarette packages aimed at repulsing smokers, and those who would start smoking. These images, hoped to begin in late 2012 will portray such pictures as a mother blowing smoke at an infant's face, rotting teeth, diseased lungs. These changes are a part of the recent changes begun in 2001 that are already enforced by the FDA that restrict marketing and have curtailed such once common advertising methods as television commercials, bill boards, radio spots to promote cigarette brands.
