Only Russia and China have lower cigarette taxes than the U.S. by half. Libya, Iran and Angola have the lowest known taxes on cigarettes, and overall price per pack. Perhaps because those countries would be the least likely to do anything the Americans did first. Smuggling Takeover With cigarette prices getting out of control in many areas of the world, smuggling is becoming the crime du jour. Smugglers bring cigarettes from low costs, low tobacco tax areas and sell them in countries where costs are high. The Philippians have an enormous smuggling problem, it is a country where cigarette taxes are about 63% of the retail price, and income from cigarette taxes make up 20% of the government income, but is in the top 10-12% of cigarette consumption areas in the world.
